Sir,

A delegation appointed by the Belgian Academy of Pediatrics, which represents all Belgian paediatricians met the May 30, 2006 in your office and Ms. Heusden Mr. Vermylen. We expressed our analysis of the draft Royal Decree on the pediatric care program, you will receive this detailed analysis in the coming days under separate cover. In this interview, we expressed the loss of confidence worldwide Pediatric about your ministry and the intensity of his deep unhappiness. We can not accept excuses, broken promises and the series of proposals that you do so deleterious that the situation of pediatric services is increasingly critical that we announced this a long time.
Regarding the draft royal decree on the plan of care, you've invited in 2004 to participate in its elaboration. Professor Kips showed his support to amend the text in the light of our criticism. Since then, we have not been informed of the outcome of the case and the latest version of the project was provided by the hospital managers. There was no dialogue but a manipulation. We seek to attract more difficulty with paediatricians in hospitals despite underfunding and lack of candidates for an answer, you increase the administrative burden, the medico-legal liability and obligations of presence. We must give priority to financial incentives and improved working conditions if not the best laws are unenforceable.
We demand a clear commitment to a rapid appreciation of our business. An increase of 100% of supervision fees in the first 5 days service E was deemed indispensable in order to finance a pediatrician additional service. This application was considered by the médicomut and increased 25% has been granted and entered into the agreement to 2006. We waited in vain for the coming into force in February. The publication took place with 3 months late and was granted retroactive to geriatricians and not pediatricians. This is an intolerable discrimination which, given the peak of winter activity, we lose almost half of the budget promised in 2006.
We demand the recovery of these budgets have been forfeited and the award without delay the remaining 75%.
Removing extra fees for accompanied children staying in single room for non-medical reasons was seen as a stab in the back. It is indeed a new discrimination at the expense of the lowest paid physicians. Supplements can represent up to 30% of the fees for some services. We stand fully the possibility that every parent has the opportunity to stay with her hospitalized child, regardless of room type. But if some parents, who almost always agrees hospitalization insurance, choose a private room for their comfort, there is no reason that the hospital doctor in charge is less well treated because he cares for a child.
Pediatrics is treated unfairly discriminatory and a feeling of discontent has spread to hospital paediatricians. We can no longer pursue a constructive dialogue if current conditions are not changed drastically. We are determined to initiate the necessary actions to defend the medicine of the child. The Belgian Academy of Pediatrics has therefore decided on a first strike action on 16 June 2006. Although
support children and their families (both the physical and psychological), by competent teams (thus motivated staffées in number and well trained), can only reduce the risk of disease in adults ((asthma, obesity, learning disability, health education, prevention, medicine ....). Investing for Children you can save on adult medicine without risk of reducing the quality thereof. It is also to show foresight and anticipation and not a grandstanding with no prospect of the public good.
